how to rearrange post

hi, i was curious to know if it was possible to set a post, under recent posts, top of all other post i create. like i want people to read that post first before reading other posts.

thank you for answering my question. i have one more question, if you don’t mind answering. i am having hard time setting up categories/tags. on the side bar, under recent posts i want to organized the post by headings with drop downs. And, within that heading have other posts.
Also, is there a way to separate each post by “page” instead of continuous view in the same screen? like the post i make they all show up in one screen with different date on the side. there is no page break. is this because of the theme i chose?

Please be aware that Categories and Tags cannot display in any widget or on any dynamic Categories or Tags pages until one actually publishes a post with the categories/tags assigned to it.
You can create a custom menu and include exactly what you want in it while excluding what you don’t want from it.

(1) there is only one page we can post to in any blog and
(2) the static pages http://en.support.wordpress.com/pages/ they create do not automatically update.Only the dynamic pages like Categories, Tags and Archives created by the software when we publish a post we that we have assigned Categories and Tags too will update automatically update with posts.
By default the front page of the blog is the post that displays all posts in your blog. Though there is only one dynamic page in a blog for posts (not pages) http://en.support.wordpress.com/post-vs-page/ and we cannot post to more than that one page, we can create the appearance that we have posted to more than one page.
We organize posts by assigning categories to them. You can create a custom menu and add the dynamic categories pages into the custom menu.
