i was change my domains name csirnetphysics.wordpress.com to mpcsirnetphysics.wordpress.com.
now i want to set my domain name csirnetphysics.wordpress.com

As very clearly said when you renamed your site and you had to confirm also, once you change the URL of your site the old URL gets blocked forever.
In short: you can’t reuse csirnetphysics.wordpress.com -

As I already said, that’s totally impossible; that’s how the wordpress.com platform works, https://wordpress.com/support/changing-site-address/
A possible solution is to buy a wordpress.com plan – https://wordpress.com/pricing/ – and choose a custom domain name; e.g. csirnetphysics.org or csirnetphysics.info, https://wordpress.com/support/domains/register-domain/
