Hi there,
To change the size of the featured images, you’ll need to make use of Custom CSS.
Custom CSS is a feature of the WordPress.com Premium and WordPress.com Business plans.

on all pages except the homepage.
the image size is changing according to the display size, and now it’s up to 50% of the display size. I want it to be up to 30%
Thank you

You can use this CSS to reduce the size of the images-
.is-singular .entry-media { width: 30%; }But this leaves a gap after the image and the start of the next column.

As you have a Premium plan, you also have access to direct Support via LiveChat and email when you post through the contact form at https://wordpress.com/help/contact
Since the forums are asynchronous by nature it will take longer to get a resolution here.
