  If you only want to register a domain with us, without also creating a site, you can do that from https://wordpress.com/domains

  https://wordpress.com/support/domains/register-a-domain-without-creating-a-site/

  Otherwise, if you want to register the domain for use with a site hosted on WordPress.com, go to https://wordpress.com/start to create a new site. In the process you’ll have the option to register a custom domain.
