How to replace media file?

A few months ago, our group linked a Constant Comment eNewsletter to a pdf file which I’d uploaded onto a wordpress site. Now the pdf is out of date.
Is there a way to replace the pdf and not inactivate the link that’s already been sent out?
I’m reading about a plug-in Replace Media option from within the media library–but none of that is happening when I get to the web site. Is there another way to replace the item?The blog I need help with is: (visible only to logged in users)

On wordpress.com we cannot use plugins.
And you cannot upload a file that has the same URL as a previously uploaded file: if you upload a file, delete it, then upload another file with the same filename and filetype the same month, the filename gets an extra number to distinguish the new file from the old; if you upload it after the month has passed, the date in the URL will be different.
In the future you should insert such files into a page and give the URL of the page rather than the file, or upload them to a free file hosting site that allows file replacement. -
What if it is a wordpress.org web site, would that make a difference?
The site I’m speaking about is located in a different state and associated with a very large organization, and I just log into it with a password that has been assigned to our little affiliated org, but the log-in says WordPress.
(for this one question I logged in on my blog, but it’s not really where I need the help). I’ve asked the administrator this same question but he might not be available. Thank you. -
A WordPress.ORG install is different and the files can be updated with the same name – but even when I had a .ORG install I linked to a Page or Post that had the file link on the Page or Post – way easier
What is the URL of the web site you are asking about? The login’s look almost the same but someone can look at the site and we can tell you what type of blog it is

Admin just replied back with this answer. That means that I might be able to not “replace” but try to delete and relink? Is the process: I go into the media library-view the old file-copy it’s link from the top of the page–and paste that link onto the new file that I’ve already uploaded into the library–
