How to request a wordpress.com site be set to private, without login?

I built a free WP site for a family member, years ago, and when I tried to log into it today to help him with updates I got a security block. I’ve gone in circles with the account recovery procedure, but there’s no way to retrieve it without being able to log into an old e-mail that I don’t have access to anymore. I read that there’s a way to just request that a site be set to private, but there’s no further instruction. How does one request a WP site be set to private if they can no longer log in to do it themselves?
