How to request a wordpress.com site be set to private, without login?

I built a free WP site for a family member, years ago, and when I tried to log into it today to help him with updates I got a security block. I’ve gone in circles with the account recovery procedure, but there’s no way to retrieve it without being able to log into an old e-mail that I don’t have access to anymore. I read that there’s a way to just request that a site be set to private, but there’s no further instruction. How does one request a WP site be set to private if they can no longer log in to do it themselves?

    WP.com: Yes
    Jetpack: No
    Correct account: No

The blog I need help with is: (visible only to moderators and staff)

The support team can help with account recovery challenges and setting sites to private when you’ve lost access. The best next step would be to email help@wordpress.com explaining the account recovery attempts you’ve made so far and mentioning that you’d like to explore the option of setting the site to private.

Please include details about the site URL and the email address previously associated with the account in your email. The support team can then review your case and guide you through any additional steps needed.
