How to set the spell checker language

    Spell checker thinks almost every word is misspelled. In fact it is underlining all the words in this message.
    I have set both the language to English at both the wordpress application level, and for my specific blog.
    It might be that a contributing factor is that I am using Windows 8 single language version, in Spanish. I´m traveling in Latin America for two years, my USA laptop filled up with water, and this was the laptop I was able to purchase.
    Nevertheless, it appears that WordPress should be using the language I choose, not the operating system´s language.
