how to set up blog that allow selected ppl to blog too.

  How do i set up the blog that allow selected people to not only view but blog as well? I went through the dashboard but i couldn’t see any function that i can use to do this. Except for the private thing but i’m not too sure whether the selected few people are allowed to blog with it too. Sorry about this amateur question but i’m new to wordpress. And thanks in advance!

  dashboard -> users, add users.
