How to set up blog with coment displayed at bottom

I would like to start a blog where the comment section is on display at bottom of the blog; also, I would like to know how to display on the side of my blog my comments on other word press blogs (that feature would be nice to add on the word press blog that I already have also). Help would be appreciated!

Hi. I see a WordPress.com blog connected to your username at http://bwinwnbwi2.wordpress.com/ . Maybe it wasn’t there when auxclass asked you for your blog’s URL.
On WordPress.com, the comments section is always displayed at the bottom of a blog post, but not on the blog’s front page. This is normal so that the front page does not become cluttered with comments from all of your recent posts.
Comments from another WordPress.com blog can be added to the sidebar through an RSS widget linked to the comments RSS feed (the address is, for example, http://bwinwnbwi2.wordpress.com/comments/feed/ ).
