How to set up new (second) blog

I am trying to set up a new blog, but am thoroughly confused.
1. It says the name I want is taken, but it suggests the same name with an “.me” extension is available. As it turns out, I own that very url with the .me extension so I’m confused about how they are related.
2. I tried to set up the blog using the .me and the instructions talked about mapping the blog to my url. Huh? Is WP trying to get me to make a website or a blog? (I do not have my website up yet, so not sure what to do.)
3. I clicked “free” but I am getting a note saying it will cost me $24. I don’t care that much about the dollars, but I am trying to figure out why the charge and whether it is somehow related to #2.
I have written to Support but I never hear back from them.
Any help is appreciated.

Hi. Which name were you trying to take?
Domain mapping means using a domain name (such as __.me) as opposed to a __.wordpress.com address:
http://en.support.wordpress.com/domain-mapping/I don’t know of any upgrade that costs $24, so if you could clarify what it says on the screen along with the amount, it would help us help you.

I can’t seem to get back to the $24 screen, for some reason. It now shows my blog as active, but the address is a .me url, which is fine since that is the domain I own.
This is now the address http://owneroccupieddotme.wordpress.com/
I have no idea if that is “mapped” or what, since it created it automatically when I picked if from the list of available names.
