How to setup an account, but not a blog?

  I want to set a friend up as an Editor, but they don’t want to setup a blog. My old links for doing this don’t work anymore. How do I do this in 2016? I just want to have a WordPress account for my friend, but not a new blog. Thanks

  You can do that! Just go to https://wordpress.com/start/account. That way you do not have to create a blog.
