How to slow down a WordPress blog?

  I want to slow down wordpress CMS site. Is there any plugin or script to slow down a WordPress site not only on my PC but globally?
  It should take lots of time to load the site in browser. Generally people want to speed up the site but here I want exactly opposite. I want to slow down the site.
  Please help.
