How to start a thread on wordpress.ORG forum

Hello. Okay, maybe I’m the stupidest person on the planet, or maybe I’m just blind. I cannot find anywhere to actually start a new thread on the wordpress.ORG forum. I go there, I can I see all of the topics that have already been asked, but I see no “start a new thread” “ask a question” “new topic” type button.
Where can I do this???
The blog I need help with is: (visible only to logged in users)

Oh, and this is not for my own personal blog (the wildbluealex site), this is for a blog at work that uses .org.

If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

Yep, i did that, I have an account through wordpress.org. I still see no place to ask a question. Are you able to tell me exactly where I should see it and what it looks like?

Click the title link for any forum and you will see an Add New link
