how to start web site design when domain name cannot be transferred yet

I am finding I am going around in circles to try and get a web site started. I have gone through the first step and my domain name is at GoDaddy and cannot be transferred until 7/16/20. The drop down menu gives multiple name choices – I can’t seem to go into the next step until I choose a domain name which I do not need or want. I want to purchase the business package but this is very frustrating.
