how to stop a troll from coming to site and causing trouble

I have an instigator that has been on my site and kicked off about 5 times. he tries to cause arguments, and show how only he is right and others are wrong. he also recruits people to go against others.
I have blocked his email addresses, and he comes back with new ones.
I have blocked his IP address and he changes that too.
can wordpress do more than me?
I have had people quit because of him. he is weird, and “out to get” certain target people, to “expose” them for what they are with his delusional false accusations.
he intentionally misquotes people, then attacks them with personal attacks about their character if they do not agree with him. I do not want him to disrupt the site anymore.
some other way to block him?
I do allow debate on my site, but he is trying to take over the site as his own and control it, where only his opinion dominates.

Basically, nope.
In my experience, editing his posts to expose both all of his email addresses and his IP address will spook them away. They completely lose their shit, then they flounce away and don’t come back.
IP banning unfairly blocks thousands or more people who might be in the same IP pool and as you have discovered, doesn’t work anyway.

Oh, unless he has a WP.com blog. If he does, you can report it via the drop-down menu on the left hand side of the admin bar when you are on his site. Report him for abuse and they can see all the comments he makes.
Also, when you edit his comments be sure to take out the link to his blog, if any, and change his username to his real name if you know it. He may soil himself.

thanks but he does not have a wordpress account or blog of his own.
he thinks my blog belongs to him, and I answer to him.
he admits who he is…..he figures I am out of options to block him, so he can do what he wants.
his email is fake, so that is useless also….
his ip address changed from ohio to pennsylvania….
