  Only the blog owner can transfer a blog. Here are the steps: http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account

  Thanks for the replay and the link. Is there any way to contact the owner of a blog? is there a directory with contact info?

  You can do this by either leaving them a message using a contact form if it exists, or leaving a comment on an existing page or post requesting they contact you.

  If they do not respond or refuse the transfer, you will need to select a different name for your WordPress.com blog.
