How to transfer this site to new owner

  Hi – I created this site for someone under my account and would like to transfer it to the new owners account. What steps do I need to do before proceeding? Does the new owner need to sign up with a Word Press account? Also who owns the hosting for this site?

  If you bought a domain in their behalf, be sure to transfer that as well:
