How to translate my website / no autotranslate is required

Hello,
I have a simple website about an export company. It uses language “A” to talk to exporters and language “B” to talk to importers. Hence the content and messages are different and I don’t need an automatic translation. I prefer an option where I can manually input the relevant text.
I was advised to use two WordPress installations, but it proved to be a bad idea.
Besides the homepage, showcasing our services, we also have a woocommerce section. The Woocommerce section does not offer direct purchasing or placing an order. It’s used as a listing of the products that we export, like a portfolio. No “Buy now” button, transactional e-mails, cart pages, etc.
I tried to research the available plug-ins on my own, but I failed to find the right one. We are a family business, still at the beginning stage and I don’t want to pay extra money for functionalities that I don’t use (like auto-translate or extended woocommerce features). Apart from that, of course, I’m open to paid plug-ins, since everybody deserves to get paid for his work and efforts.
So, please give me your advice, on what plug-in will be suitable in our case.
