How to turn ‘Learn More’ buttons on the homepage into jump links that go to a contact form at the bottom of the homepage

  I have a homepage which displays snippets of articles on the homepage. Each snippet has a ‘learn more’ button that would normally go to a unique page with the full article. I want only the snippet to display on the homepage with no other content in the article… and each article’s learn more button to function as an anchor link that takes visitors to a contact form at the bottom of the homepage or on its own unique contact page. How is this possible pls? Thanks in advance for your help!
