How to Unblock Author/Contributor/Follower Invites

A friend of mine wants to be an author with me on my site, but his settings have blocked all invites. We have already read numerous articles on how to do this, but nothing seems to work. We read these articles, but they seem to be old and don’t exactly match up with the current WordPress.
