How to update free wordpress.com blog to 4.9.6 GDPR compliant

I’ve spent countless hours trying to deal with this without a straight answer. I have a free wordpress.com blog on the wordpress.com site and I can’t find out what version it is because it does not show it at the bottom of the ADMIN page. Why, I have no idea. I need to know if I have to get a new blog to get the new 4.9.6 update to become compliant with the new EU privacy laws.

Hi there,
We are developing our own tools on WordPress.com to allow you to remove personal data about specific visitors to your site. The tools included in the 4.9.6 upgrade to the open source WordPress software is not compatible with how WordPress.com works, and those specific tools will not be added here at this time.
Both our privacy.blog and the GDPR support page will have updates during this week and going forward, so please keep an eye on those for more information on the tools we’ll be making available.

@scriptcat to answer your question about version numbers, too, if you’re using WordPress.com it is not the same as WordPress.org (more info here), so the version number isn’t so relevant. The resources we linked are relevant though. I hope that helps.

how must we manage “follow by email” on free wordpress.com blogs? It doesn’t show a checkbox/link to accept GDPR, should we disable it? -
Yes, but does the link inform about GDPR and privacy policy? Link confirmation exists for security reasons.

I have added the cookie notification widget to my wordpress.com blog, but when I got to check it myself – (signed out of worpress.com) – it doesn’t show up and I’ve made it visible on literally every page, etc. Is it because I am being recognized by a cookie, so the banner won’t pop up for me? I have it set for ONE DAY instead of 30 to refresh too.
And you mentioned we will have “tools” to remove personal data from a wordpress.com blog? Thanks in advance. -
Sorry – when I put the link to my blog article let’s say on twitter or somewhere else – when I click it — the link of course takes me to my blog article, but no pop up window for cookie policy appears. I even have that option checked “page – author” on the widget visibility. Why does this not work when my blog is visited by a link back to my article?

@andready because your site’s subscribers asked to be emailed with your site’s updates, so they have already consented to your emails. However, if you are concerned about this you can easily contact all your subscribers by adding a new post to your site that lets them know they can stop following your site, if they choose, by using the unsubscribe links we include in every single subscription email we send.

Yes, the COOKIE banner does pop up now in every situation visiting the site.
But, I don’t have a way to know what is collected by WordPress.com when people visit my blog, so I just put their privacy statement on my blog page from Automatmattic. I guess that’s good enough and if someone REALLY wants the info they contact wordpress or them. I have no way of generating a data file on the visitors to my blog.

I Spoke too soon…
any links on the internet that go to a direct article on my WordPress blog do not have the cookie banner popping up… it’s strange. I’ve added every possible situation on the widget including “Page, Author” and every possible combination so the banner launches. I don’t know what’s the issue.
Shouldn’t the banner pop up when anyone goes to the site – regardless if it comes from a direct link to the front page – or a link to a specific article?
It’s funny it does pop up when I’m live on WordPress, but not when I close WordPress.

The banner links to our cookie policy, by the way, and the cookie policy includes a link to the full privacy policy.
Also we don’t show you the popup every time you visit the site if you’ve accepted it. I have confirmed that on your site, if I visit again without accepting the policy, I still see the popup.
