How to update permalink structure?

  I would like to update my permalink structure but all the directions I am finding point me to go to Settings under WP Admin and click on Permalinks. I do not have that option. Can someone direct me to another method?

  I am a premium user.

  The blog I need help with is: (visible only to logged in users)

  I’m sorry, that’s not possible at WordPress.com. No upgrade on WordPress.com will allow you to change the permalink structure on your WordPress.com site.

  There are no restrictions if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog
