How to upload a template? Rounded v2

Hi. I’m new here and I switched my blog from Blogger to WordPress. I would like to use this template -> http://www.hongkiat.com/blog/wordpress-theme-5-more-colors-on-rounded-v2/ – Rounded v2. All I can do is download a rar file with that template but I dunno, how to upload it on WordPress (Yes, I use WordPress as my hosting server). Is there any chance to resolve it for free or I have to buy this Custom CSS upgrade? Thx very much for help.

We are unable to add in our own themes here as we do not have ftp access to upload files. It’s a security risk since this is a shared environment and allowing folks to have access to the underlying files would put everybody as risk. That theme is also for regular wordpress, not the WordPress multiuser that we have here.
The CSS upgrade wouldn’t affect it as you would also have to have the php files for the theme as well.

That means I can’t use it? So why it’s made if it can’t be used?

It just doesn’t work with blogs hosted on wordpress.com as we are using WordPress multi-user and not normal wordpress. That template or theme is made for people have have a copy of wordpress downloaded from wordpress.org on their own host (not wordpress.com hosting) and works with WordPress 2.X and not with our software here (shared environment) with WordPress MU. Little confusing at first, but this service really uses different software than that theme even though they are both created by the same people.
