  I have downloaded a theme from a website. How do i implement it on my blog?

  You cannot upload external/custom themes to WordPress.com – http://support.wordpress.com/themes/adding-new-themes/ . If you are savvy enough with CSS, you can purchase an upgrade to customize any of our available themes – http://support.wordpress.com/custom-css/

  The ability to upload external/custom themes is exclusive to self-hosted blogs using the WordPress.org software. The differences are explained here – http://support.wordpress.com/com-vs-org/
