Click on “My Site” “Settings” “Export” and then import the content (not theme or menus etc) to your other site.

If you’re talking about a WordPress xml file you need to unzip the folder first, not just open it. Right click on the folder and select Unzip or Extract All. That should give you files that you can upload in the importer.

It’s not possible upload a sql file to the database of sites hosted here on WordPress.com
Are you trying to:
a) import content from a self-hosted site to a WordPress.com site?
or
b) transfer content from one WordPress.com site to another WordPress.com site?

That isn’t possible.
You can import content to sites hosted here at WordPress.com, but it’s not possible to import a sql file to the database.
You can only import a sql file into a self-hosted WordPress site.
