How to upload plug in to wp website?

I just upgraded my wordpress blog to a Premium package because I want to make it a website. I have found a plug in I want to add but the guide directions don’t match up with the dashboard options. It calls for plug in adn the dashboard only gives me the widget option.
I downloaded the latest wordpress 3.8.1 but then I get lost on how to upload it to my wp website.
I also have downloaded the wp-members plugin successfully, but can not figure out how to upload it to my wordpress site. I apologize if these are a developer 101 basic questions, but I need help. I want to be able to use my new wp website and have the wp-members plug in work. Any help is greatly appreciated.The blog I need help with is: (visible only to logged in users)

Do you have a WordPress.org site in addition to your WordPress.com site? To clear up any confusion, WordPress.com and WordPress.org are two different entities. At WordPress.com, we provide hosting, support, and tons of features for blogs. Users also have the option to purchase a variety of upgrades to customize the look and feel of their blog. WordPress.org is a software for self-hosted sites. With WordPress.org, users are provided access to all backend files and can upload custom themes and plugins.

Please note that it is not possible to install plugins on WordPress.com, for security reasons. Plugins can only be installed on self-hosted WordPress blogs.
