  You cannot upload a theme on the Free Plan. You need to upgrade to the Business Plan to be able to upload themes, https://en.support.wordpress.com/plan-features/#wordpress-com-business

  In order to upload custom themes you would need to upgrade to the Business plan: https://en.support.wordpress.com/themes/adding-new-themes/

  Also, there are 290 different themes already available on WordPress.com. To view them, go to the Theme Showcase or My Sites → Themes menu option in your site’s dashboard: https://en.support.wordpress.com/themes/
