  I’m supposing your website is on WordPress.com and not self-hosted.

  WordPress.com and WordPress.org are two different entities: http://support.wordpress.com/com-vs-org/

  WordPress.org has complete documentation and support sites for self-hosted/installed versions of WordPress.org at http://codex.wordpress.org/ and http://wordpress.org/support/

  For your question, you can follow this guide to upload a theme from your computer to WordPress.

  In WordPress.com you can only upload a theme if you have Business or eCommerce plans.
