How to use command prompt to remove site?

  Hi,

  I am starting a new website and would want to delete my old website. Did some research online and found various ways to delete the site. I, would like to completely remove my site from web and found on https://www.reviewsdir.com/how-to-delete-wordpress-account/ that websites stay for some time even we delete it. I have also learned about a manual way to remove the site, via command prompt. Can you please help me if this is the right way to remove my site?
