how to use downloaded theme?

  hi.I am new to here and i wan to change the theme of my blog.However,I don know how to do it.I want a blog which has a featured post slider.The theme I reeally like is the red county theme.So can anyone teach me how to do it or some1 willing to help me do?

  You cannot use a downloaded theme on a wordpress.COM blog. You can only use the 70 or so themes available in Appearance > Themes in your dashboard.
