  How can I get to view the e-mail IDs of the followers who are following my blog from wordpress.com. Do let me know how do I go about it?

  It is not possible. That information is only shared for users who have chosen to follow your site via email.

  Is it possible for me to send wordpress.com followers a message asking them to share their e-mail ID if they would like to subscribe to our monthly newsletter?

  The only way to do that would be to make a blog post with that request. There is no messaging functionality within WordPress.com.
