How we could buy option for ban the sites/single users? We don’t want some peoples to see our blog/make comments. Only way we found for now to do this – mark some comments as a spam. Are there any other ways?

There is no upgrade you can purchase, nor do you need one. Our reality is that that overwhelming majority ie. over 80% of all so-called comments submitted to wordpress.com blogs daily are spam.
When we blog we do control which comments to approve and we are naturally expected to approve any on topic comment that does not contain obscenity or a person attack. It’s important NOT to just mark any comment that you don’t appreciate as spam, when it is NOT actually spam. Know that. Know also that Akismet works extremely well when we are straightforward and honest about what we mark as spam. If approving all relevant, on topic comments that do not contain obscenity or personal attacks, then I recommend that you close all comments on your blog, or make your blog private and invite only those you want to comment to contribute to it.

We cannot block or delete subscribers from public blogs. Everyone on the internet can view and follow any public blog. That is in fact what the public designation means and anyone anyone with internet access can follow your public blog’s RSS Feed.

So if we disable a ping back that means if someone linked to our article to use it wrongly in their hate blog, it will disallow others from coming to our blog to see it? We can’t delete their link from their blog, we can spam them, but will this stop the link from their blog to our article from working?

No. Anyone can backlink to any article you publish whether or not your have pingbacks and trackbacks enabled they wish to and you cannot control that. You are seeking control that does not exist in a free speech environment.
Also note that blacklisting any commenter based on their IP is not wise because ISPs have placed hundreds of us in the same block for many years to save money. Only about 30% IP addresses will trace back to a computer. Many have dynamic (ever changing) IPs. So blacklisting by IP address can bite you in the backend as it means you can block legitimate commenters.

If anyone with a WoprdPress.COM hosted blog defames you there is a process that you can use to have the defamatory comment addressed by our Terms of Service Staff.
Slander is spoken. Libel is printed. Both are forms of defamation.
We Volunteers cannot help with this issue which ought not to be dealt with on a public forum available to all with internet access. If you wish to report a blog that is hosted by WordPress.COM to Terms of Service Staff then please follow the instructions for reporting a blog.

We all have the right to state our opinions and the spam filter ought never to be used for the purpose of silencing another person’s opinion. ok, understood. these are links to hate speech lists calling to hang innocent people, so you see my concern. it’s neither defamation nor slander of our blog, nor is it just trolling. and it’s beyond a dissenting opinion in a free speech environment. there are laws against this but sadly they are rarely enforced. and it’s not to another wordpress blog, unfortunately.

Only fools listen to fools. Only violent people advocate violence, and only people who already have that violent mindset will listen to them.
I would report any blog that has published hate speech on it to the Terms of Service Staff at the web hosting service that hosts the site in question.

Once you have the name of web host you can find out how to make a complaint about the site by locating the support forum for that web host or by directly contacting their support Staff. Good luck.
