  How to activate recent comments on a fourth footer widget area?

  It is activated. However, widgets cannot display any data that has not been created yet.

  I am sorry, it’s not activated yet. Where visitor on my Home Page can see the white window and should write
  the comments in?
  I want it only in one place, in Footer widget area.

  People comment on Posts and Pages and that is where comment boxes are provided for them to do that. The footer widget area cannot be used for that purpose. What you can place there in the footer is a Recent Comments widget. http://en.support.wordpress.com/widgets/recent-comments-widget/
