How Would I Create a Second Widgets Admin Page?

  I am adding multiple widget areas/functions to a theme, and would therefore prefer to make it easier/more intuitive on the user by having those areas/functions listed on a separate admin widgets page (perhaps called something other than Widgets in the leftside admin). How would I go about doing this?

  That is NOT possible on any WordPress.COM hosted site.

  WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
