HREF targets obscured by Navigation Menu bar

I requested help for the below 2+ years ago and was told “This thread has been flagged for Staff attention.” Happiness engineer macmanx said “Yes, we’re aware of the issue and it is on the list of things to fix.” Is it still on the list? Has the problem proved impossible to fix? Or did it just slip through the cracks? It’s the major thing that has me setting up a new blog over at blogger/Google rather than here.

When I use the HREF tag to direct readers to another part of my post (a footnote, for example), the place I’m directing them to is hidden by the Navigation Menu bar. They have to scroll up to see the target. For anyone logged into WordPress with a Navigation Menu at the top, this is a problem.
My recent post on the subject demonstrates the difficulty.
Can anything be done?

Thanks for checking in about this issue again. It’s possible that it slipped through the cracks, which is most likely to happen if a particular bug isn’t widely reported. I just reported it to our developers again to make sure it’s on their radar. :)
