You can create a sign up page on MailChimp directly and simply link to it from your WordPress.com site. Here’s their instructions http://kb.mailchimp.com/article/how-to-add-a-mailchimp-signup-form-to-your-wordpress-blog

re: plugins, JavaScript, form codes, iframes
WordPress.com is a multiuser blogging platform. Our blogs are not free standing. There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins. There is no upgrade you can purchase that will provide FTP access and the ability to install plugins, upload themes, and/or edit templates and themes in a free hosted WordPress.com blog.
    http://en.support.wordpress.com/ftp-access/

    http://en.support.wordpress.com/plugins/
To use plugins you must hire a web host and then set up your own WordPress.org install.

There are code restrictions on WordPress.com blogs for security reasons see here http://en.support.wordpress.com/code/

thanks. That’s what I thought, I have a wordpress.org blog I’m working on that is independently hosted, but it’s not ready to go live yet. I was hoping I could setup a form on my wp.com site in the meantime while I am waiting for my site to be done.

I did find a tiny way around it though- I took a screenshot of my signup form, uploaded it to the widget sidebar, and then linked my newsletter form to the photo!

@theyoginimomma, nice workaround, and exactly what I would have suggested.
