HTML code for adding video with padding

Hello. I have a wordpress website which I have taken over and I want to add PR and news. I’d like to know the correct HTML to use to add a MP4 file left justify and then add padding around the right for text. I also want to resize the video as it is a instagram verical video reel. At the moment I can add the video but it goes full width and is huge. I have the video source URL. Any help would be appreciated as the I can use the traditional video block editor. For some reason I don’t have this option. Many thanks in advance.
