The answer is simple: you can’t. WordPress.com is a CMS and doesn’t work with html-files.

I think you can though, or at least here’s some information you could try. It worked for me. And even if you can’t upload it, you might try copy and paste.

If you wish to display HTML output on your WordPress.com site you can do so by using the Custom HTML block in any page or post you want the content to appear on: https://en.support.wordpress.com/wordpress-editor/blocks/custom-html-block/

I have removed the link you shared since that article is related to self-hosted WordPress sites, which are sites that you create on a “traditional web host” like Bluehost, GoDaddy, etc.
Not all sites on WordPress.com have the ability to upload HTML (FTP access is provided on our Business and eCommerce plans) so that link is not relevant to the OP’s question.
