That is to let your commenters know what XHTML markup they can use in their comments on your blog. Some themes show it and some do not. It was the choice of the original theme designer.
To remove it would take CSS editing experience and the paid CSS upgrade. Alternately you could switch to a different theme that does not show it.

Those are the instructions given to readers who wish to leave a comment and use HTML in it. The string simply tells them what HTML can be used and it cannot be “removed” by you as it’s coded into the theme.

Your blog appears to be set up as though it’s a store and wordpress.com blogs are non-commercial blogs. Are you aware of the advertising and marketing restrictions on wordpress.com blogs? Please read these entries.

If you want to set up a blog as a store then the other wordpress option is the way to go as marketing is against the TOS and policies at wordpress.com. You can hire a web host and download free software from wordpress.ORG and self host your blog.
