We need to add meta tags to the blog in the HTML source code.
Where can I do this?

WordPress.com does not offer a way to add meta tags in the HTML header. There is a way, however, to add search engine webmaster tools meta tags through the Tools page if that’s what you’re trying to do: http://en.support.wordpress.com/webmaster-tools/
Note that meta tags like “keyword” aren’t really used by search engines any more. What kinds of meta tags were you wanting to add?

I am really surprised to hear that meta tags and keywords aren’t used any more. Zeald did an audit of my website and stated it doesn’t connect with Google because it doesn’t have a description meta tag. Two Search engine optimisation companies suggest lists of keywords to me to improve connection with Google. My website is no good to me now as it doesn’t show up when people type in keywords to find an interior designer in Tauranga. How do I make sure my website shows on Google when people punch in; interior design, ideas, Tauranga

As long you continue to publish quality content, your blog will be indexed as desired.
The reason for the massive de-emphasis of meta keywords and descriptions by the major search engines is that folks were applying keywords and descriptions to sites with little to no content but ads. These days, content is the key.
