HTML tags appear on comment menu bar but do not work

The comment menu bar shows various HTML tags (markups?). Some work (blockquote, bold). Others do not (more). Is this a WordPress issue, or are they blocked by my theme?

Not all markup is allowed in comments. The editor for comments is a generic third-party editor and only the mark up allowed is active. Things that are not allowed (a more tag in a comment???) are disabled. It would have been better if those icons were removed, but that would probably mean modifying the actual third-party editor code, and that can be complicated.

Is this — which markups are allow — specific to the theme, or universal to all WordPress blogs?

That is a list of code that work in posts. Many of those do not work in comments.
I have found nothing in the support section describing how comments allow a smaller set of html than in posts, or what works in comments.

Some themes (e.g. Blix) display a list of allowed codes under the comment box. It’s this:
