    There is no free way to remove the HTM tags you point to ie. useful instruction to your readers telling them which HTML tags are allowed in their comments. Assuming it can be done with CSS editing upgrade, and I cannot confirm this because the blog linked to your username is not one that has these HTML tags for comments, and as all CSS editing is theme specific here at wordpress.com, then you will need to have CSS editing experience and also purchase an annually renewable CSS upgrade. As wordpress.com has provided a Preview feature for CSS editing you can try before you buy here > Appearance > Edit CSS

    Only some themes have this so if you prefer you can simply switch to a theme that does not have the HTML tag instructions for comments. http://wpbtips.wordpress.com/2010/05/10/html-allowed-in-comments-1/
