Hi there. That blog is not hosted by WordPress.com, so WordPress.com can’t do anything about it. If you believe they are violating the Terms of Service of whoever is hosting them, then you have to contact their web hosts to report them, but WordPress.com can’t do anything about a site not hosted here.

So why does the site – http://www.crocels.net/ say ‘proudly powered by WordPress’?
Where in your original post did you refer to a site with that address? Your original post refers to trollingacademy.org, not crocels.net.
In any case, if you hover your mouse over where it says “Proudly Powered by WordPress” on crocels.net, you’ll see it links to WordPress.ORG, not WordPress.COM. WordPress.ORG is the open-source WordPress software. Open-source means anyone can download it and use it for any purpose they want. WordPress.com, the blogging platform, has no control whatsoever over how individuals use the open-source software on their own servers or hosting services.
