Hyperlink to Someones Blog from Their Comment

When people leave comments on one of my posts, I cannot hyperlink to their blog by clicking on their username link like I can on a few others. What settings do I need to change in order to have all those who comment to have a live link that can be clicked to their blog?

That is because they have failed to link their usernames to their profiles as indicated here:
It is not your responsibility, and you cannot do this for them. They have to do it themselves.
