I already own a custom domain and am going through a WP loop without getting anywhere

My dad has an old free WordPress website that he is not using anymore. I am trying to set him up with a new website through which to promote his new book. I purchased a custom domain from GoDaddy earlier this year and am trying to use the upgrade that allows me to use a custom domain that we already have, but I seem to be caught in a loop and cannot get to where I pay or to where I can begin setting up the website.

re: purchasing WordPress.COM upgrades

There are no trial upgrades, no monthly payment plans and no bulk deal upgrades.We are billed annually and we must pay for all upgrades in full at the time of purchase after selecting a plan.
Each upgrade bundle applies to a single blog only and is for a single year only when it is due to be renewed. (The only exceptions are one time upgrades for premium themes and guided transfers.)
Also note that purchase orders are not accepted.

The WordPress.COM upgrade for mapping a domain must be renewed annually.
Premium upgrades do not include any premium themes which are all individually priced one time upgrades. refunds and cancelling upgrades

And yes, as timethief notes, you need to be logged into an admin account for the site (ideally the site owner’s account) in order to set up any paid upgrade.
