I am confused

When I made my first site this theme came with the free version of wordpress now I need the starter version ($4 version)
A: when did this happen
B: why did it happen

A. Spiel was added to the WordPress.com Starter plan just about a month or so ago, so is no longer available on free sites.
As far as B. goes, as a forum volunteer I don’t have any official insight to this, but I think if Spiel was being selected a lot when site owners created new free sites (or downloaded for self-hosted sites), TPTB may have moved it to a paid plan to encourage folks to upgrade.
There are two ways you can get access to Spiel:
First, you can upgrade to the Starter plan (or higher), which has a lot of great additional features. You can learn more about those by clicking “Learn more” below.
While the Starter plan has a monthly option, overall it’s less costly to upgrade to the Annual plan. In order to keep using the theme, you’d need to renew your plan monthly or annually.
Second, you can purchase the Premium Theme Add-on
WordPress.com add-ons are additional features you can purchase for your site. This guide explains the available add-ons and how to purchase one. Available Add-Ons Custom CSS Sites on our Free, and Starter plans can add the option to customize the CSS of their site. Of course you might want to choose a different free theme altogether or design your own.
