I have bought a premium theme and believe that I need wordpress.org to install it. Is there a way to set up this theme before activating it? Also, how do I get wordpress.org and continue working on my .com blog until I am ready to activate? Sorry, I am technically challenged.

You’re right that themes purchased through a third-party can’t be uploaded to sites hosted on WordPress.com. They can only be uploaded to self-hosted sites running on the free and open-source software available at WordPress.org.

To be clear: WordPress.org isn’t a hosting service, it’s the place where you can go to download the core WordPress software.
If you don’t wish for your site to be hosted here at WordPress.com, then I wouldn’t recommend building it here first. Instead, I’d recommend purchasing hosting through a different company such as BlueHost and then setting your WordPress site up directly through them. If you already have content that you’ve created on your WordPress.com site, you can export it by following this guide:
