I am facing issue with my site

I started my WordPress site yesterday. on localhost every plugin and other things were free, but when I changed my site from local host to mysitename.wordpress.com all the plugins I installed were gone and some options were also missing, but when I wanted to install plugins again then all the plugins show paid, this option is showing on top ‘You need to upgrade to a Business Plan to install plugins. Get a free domain with an annual plan.’ but every youtube is showing that plugins are free to install, but this is not happening in my case. please help me, I want to work on my site and create my own blog

I think there’s some confusion here, which could need clearing up.
To explain, there’s two types of WordPress. The first is WordPress.com, where we provide daily backups, automatic updates, a 24/7 support service and an optimised version of WordPress. The second is self-hosted WordPress, where the free open source version of the software is installed onto a server.

The tutorials being visited, probably refer to self-hosted WordPress site.
It is possible to use the local host site with WordPress.com – using a plugin called All in One WP Migrate: https://en.support.wordpress.com/import/import-using-all-in-one-migration/
Out of curiosity, what is the site you’re building exactly? The reason why I ask is because it may be possible to build a site straight on WordPress.com, using one of our baked in features.
Depending on what you’re looking to build – you may not need the business plan.
