Thank you for responding, sir. Actually, it is my (Japanese) student who is having difficulty connecting. He only said, “I am getting an error message.” I asked him how he is attempt a comment on our class blog, and he said WordPress is evidently rejecting his application to signup. Personally, I suspect it is because his provider is Docomo (similar to Sprint in the US), and Docomo has a history of connectivities problems with US-based web-based Net tools, such as Gmail. I suspect the student may be experiencing the same issue with WordPress?
If you have any tips on how we might fix this issue, kindly let me know.

Is the site he is having trouble connecting to englishcommunication2.wordpress.com?
As far as connection issues, that can definitely prevent signing up. Have him find a more stable connection.

Yes, that is correct. He is having trouble registering his name and address with englishcommunication2.wordpress.com.
By more stable connection, do you mean a non-cellular/mobile Net connection?

A stable connection will vary by location. For example, I am able to perform all WordPress tasks from my phone, but I know many people who can’t in the same area.
