  How do I get more access with easier maneuvering and getting my site constructed?

  Depending on your WordPress.com plan, you can insert plugins and use Premium themes, as well as other tools that can make building and managing a website easier.

  So that means I would have to pay for plugins? I was trying to get started for free until I can make some money or have a cash flow.

  What about the 4 dollars a month plan does that include plugins?

  No.

  The free plan works well for me. Higher plans are more complicated with more features so not particularly easier to use. You would really need to paid plan though if your ultimate goal is making money from your site.
